Spring 2026 Helen Diller Institute Visiting Scholar
Dr. Boaz Segal is a Spring 2026 Helen Diller Institute Visiting Scholar. He serves as Vice Dean and a faculty member at the Sapir Academic College School of Law in Israel. His scholarly work focuses on tort law, public authority liability, and regulatory negligence, with a particular emphasis on the use of civil liability as a tool for deterrence, including in the context of terrorism. His articles have been published in leading academic journals in both Israel and the United States. His research has also been cited by the Israeli Supreme Court. Dr. Segal earned his Ph.D. in law from the Hebrew University of Jerusalem through the direct-track program. He teaches courses in tort law, administrative law, and legal writing. In addition to his academic pursuits, he is the author of three Hebrew-language novels exploring the intersection of law, society, and human experience.
